Rules of the contest of articles
General Thesis
Selection of the scientific articles in the journal will be through by the open contest.
The journal is published twice a year – in July and December. Possibly also to publishspecial additional number.
Contest of articles is announced from the 15th of March to the 1st of May (for the July issue) and from the 10th of September to the 1st of November (for the July issue).
depending on the need, the deadline of the article competition may be prolonged.
Publication of statement about the contest of articles
Publication of statement about the contest of articles will be publishing in the journal and on the website and also on the other social means by the decision of the Chief Editor.
The topics of the contest
The journal will publish scientific articles on topical issues of law, human rights and public administration which contain scientific novelty and have high scientific value.
The text of the article can not be a review and include a material borrowed from various authors, without independent research and his/her own recommendations and conclusions.
Authors
For the publish in journal will be accepted scientist articles of law of georgian and foreign scientists / researchers, academic staff and PhD students.
In exceptional cases, scientific articles of authors of other fields will be accepted by the considering topicality, importance and exceptional scientific values of their articles.
A co-authored article can be submitted and requested for publication by one of the co-authors on behalf of the other co-authors. However, the co-authors are required to send the completed “Author’s Declaration” separately by their e-mails and confirm the co-authorship of the article in the message. Only then, the article will be considered accepted for review. Otherwise, the contact author will be notified that the article has been rejected.
Number or co-authors should not exceed four.
The very first person sending the article is considered to be the contact person; accordingly, the communication will be made with this person.
Amendments to an article with several co-authors can be made (except for technical changes) only with the consent of all co-authors.
Language of the articles
In the journal will publish articles on georgian and english languages (with the abstract (annotation), used literature and notes in english language).
Copyright protection
The journal protects material and non-material copyrights of the incoming and published materials.
Upon the decision of the editorial board to publish the article, author agrees to transfer all the exclusive rights in his/her article to editorial board. The transfer of copyright should be confirmed by signing the relevant document before publishing the article and in case of the request of editorial board, by granting a license.
License covers all rights excluding moral rights. Authors have the right to adapt their own work, provided that the journal is indicated as original source.
The articles will be published under creative commons license (CC BY CA).
According to this license, the published work may be used for any purposes, including commercial purposes, provided that the original source is indicated.
This license permits any person to share, distribute, reproduce the journal or its parts, provided that the original source is appropriately indicated (including the address of web-page).
In case of adapting the published work, the person who makes such adaptation is obliged to clearly indicate about the changes.
Any new work based on work published in this journal, should be licensed under the same terms as the published work.
There is an indication regarding the creative commons license in the journal.
Rules of the obtaining of articles
The author submits the article in electronic form within the deadline determined by the contest and request to the Editor-in-Chief about the publication in the journal on website info@heraldoflaw.com
The article can upload and send on email through the journal’s website.
The author sends article with personal information and contact information which will be saved in the editorial archive.
The articles should be done in accordance with the rules.
The editorial office checks the conformity of the submitted article with the rules.
The editorial board will not accept or consider a article which does not match with the article’s drafting rules and with the ethical standards of publication.
The editor, in such a case, if necessary, before sending it to the reviewers, may make recommendations to the author about changings for which he will set a time. If the author fully corrects mistakes the article will be accepted for review.
By submitting the article to the journal, the author confirms that he is familiar and agrees with the ethics, concept, contest and rules of publication.
The author gives to the edition the rights on the article If its will be published.
The author must inform about any personal changes before pulication of the journal. Otherwise, any message will be sent to the original email address or contact phone and will be deemed to have been delivered.
The editorial staff will contact with the author of the article (in the case of the article presented by several authors, to one of the authors).
Rules for reviewing articles
The article will send for review to two reviewers, selected by the editor-in-chief or editor.
Review is done according to the established rules.
The article is successful if both reviews are positive.
The evaluation of the article in the journal is conducted through double-blindpeer review. The author does not know the identity of the reviewer and the reviewers do not know the identify of the author.
Results of the contest
In the journal will be published articles which will have the highest scores.
No more than 15 articles shall be selected through competition to be published in journal.
Unpublished articles will take part in the contest in the next publication of the journal, if their authors agree. Authors will not need to submit these articles to the editor. Also these articles will not need review and they will save the last scores.
Ethics of Publication
Introduction
Editorial Board of the Journal, Editorial staff and the non-profit legal entity “Union of Law Scientists” as a publisher of the journal “Herald of Law” recognize an editorial policy and strictly protects ethics of publication. This is one of the top priorities.
The ethic of the scientific article must be agreed by all persons involved in the review and publication of the article: author, editor-in-chief, editors, members of the editorial board, editorial staff, reviewers and publisher.
Editorial independence of journal ensured.
Ethical standards for authors
Authors are required to adhere to ethical standards.
Authors should respect the personal information of other people.
Authors are responsible for submitting their original article in full.
Submitted articles should not be published or sent to any publication in the world. Otherwise, the article will no longer be published.
The author is responsible about the accuracy of a published article. His position may not match with the views of the editorial board.
By the author is necessary to preserve the academic style of the author’s article, the objectivity of the citation, presentation established scientific styles in the world scientific community.
Bibliographic references are required when using and / or citing other authors’ works.
The author must immediately notify to editor about any error or inaccuracy in the article for the its correcting.
In the article the author can criticize the works of another scientist, but personal criticism is inadmissible.
The article presented by the author cannot be discriminatory.
The author should not use explicit hating speech which provoking ethnic and religious hatred, also obscene and offensive phrases.
The author must inform about any personal changes before pulication of the journal. Otherwise, any message will be sent to the original email address or contact phone and will be deemed to have been delivered.
The author is responsible for the accuracy of the contact information of the co-authors of the article.
Ethical Standards for Editorial
The journal protects material and non-material copyrights of the incoming and published materials.
The editorial office is required to review the submitted articles within a reasonable time.
The editorial office must respect the intellectual independence of the author.
The editorial board will not accept or consider a article which does not match with the article’s drafting rules and with the ethical standards of publication.
The final decision about the article to be published or not is made by the editorial board.
If the author does not want to send his article to any particular reviewer for the get consultation but the editor may refer to one or more of the peer reviewers cited by the author for review and consultation if he / she considers that is important for the evaluation of the article. This will be the case when the review article is in clear discrepancy with the reviewer’s published article.
If the editor-in-chief, editors, other staff of the editorial staff, or a member of the editorial board submits his / her article for publication, then he / she will not participate in the review, selection. Instead, other editorial staff are involved in the process. Selection of the scientific articles in the journal through by the open contest and double-blind peer review ensures a high quality of the published articles. These persons must not have access to the reviews of their articles.
The rejected article will not be returned to the author.
Reviewer’s ethical standards
Reviews must be objective. The author’s personal criticism is irrelevant.
Any selected reviewer who considers himself incompetent in reviewing the article, or who believes that timely review of the article will be impossible, must timely notify the editor and refuse to review.
Privacy
Any submitted article for publication should be treated as a confidential document.
The editorial board and any person who involved in the process of publishing have no right to submit to the third party’s information about the submitted articles.
Materials for publication should not be displayed or discussed with anyone other except the editors, editorial board, reviewers, publishers, potential reviewers and editor-in-chief.
Inadmissible to use the submitted articles during the review process for personal interest.
Plagiarism
In case of any plagiarism, the article will not be published.
Submitted articles for publication will have verified through a system of plagiarism.
Access to the Article
Upon publication, the article will be available to any reader and no need an additional written consent from the author.
